Current state of Soil Policy

While soils play a pivotal role in environmental and agricultural systems, there is currently no dedicated, EU-wide legislation to safeguard them. Existing policies touch on soil health indirectly, but comprehensive protection remains a work in progress.

The EU Soil Strategy for 2030, part of the European Green Deal, seeks to bring all European soils into a healthy state by 2050. As part of this initiative, a Soil Monitoring and Resilience Directive was proposed in 2023 to establish standards for assessing and managing soil health.

European Parliament’s Position: In April 2024, the Parliament adopted a cautious stance, focusing on flexibility for member states in soil monitoring and excluding certain definitions, such as raw material deposits, from the directive.

Stakeholder Concerns: Many stakeholders have raised issues about the indicators for soil health, the absence of intermediate targets, and limited support for landowners in implementing sustainable practices.

Negotiations Underway: Trilogue discussions between the Parliament, Council, and Commission began in October 2024, signaling a critical phase for the directive’s future.
